WEST COVINA - Detectives tracked down and jailed a suspected hit and run driver accused of leaving a bicyclist for dead last weekend.

Daniel Chavarin, 40, was booked on suspicion of vehicular manslaughter, hit and run, and driving under the influence, according to the West Covina Police Department.

The fatal crash occurred on Amar Road and Leanna Drive around 4:47 a.m. August 29. First responders found a woman down on the asphalt and suffering significant traumatic injuries. She died at the scene, according to the West Covina Police Department.

Ashley Kilbourne, 36, died at the scene of blunt force injuries, according to the Los Angeles County Department of Medical Examiner.

The department’s Major Accident Investigation Team documented the crime scene and ultimately identified a suspect.

Chavarin is being held in lieu of $100,000 bail ahead of a scheduled appearance in West Covina Superior Court Tuesday, September 2, according to Los Angeles County booking records.

WEST COVINA - A man in his 30s was taken for an evaluation July 23 after experiencing a mental health crisis outside Barranca Tower.

A worker inside of Barranca Tower, 100 S. Barranca Ave., called law enforcement around 12:35 p.m., concerned over the man appearing to have a mental breakdown, according to Lt. Hernandez of the West Covina Police Department.

Many backup officers arrived, armed with shields and less lethal rounds, as seen in TikTok video recorded by @andalecomida.

“[Officers] later found out that he was at a clinic across the street with his therapist there. He was having an episode, getting vulgar and yelling. They got concerned and called us,” Hernandez told SGV CityWatch.

The man allegedly refused to comply with police. After roughly 15 minutes he decided to flee and ran on East Garvey Avenue North before being detained, Hernandez told SGV CityWatch.

WEST COVINA - A woman continues to recover after a stray bullet wounded one of her thighs July 4.

It is unknown where the bullet was fired. No calls of gunfire were reported during the event and no one witnessed the gunfire occurring, according to the West Covina Police Department.

First responders were called just after 9 p.m. The woman was seated with her family at the northeast baseball field at the West Covina Sportsplex, 2100 S. Azusa Ave. She felt an impact on her thigh, according to the West Covina Police Department.

Security notified police on site. Firefighter paramedics treated and transported the woman. Hospital staff confirmed she was shot, according to the West Covina Police Department.

“The preliminary investigation suggests the victim was struck by a stray bullet originating from an unknown location outside the fireworks venue, possibly from indiscriminate firing,” according to the West Covina Police Department in a written statement.

The victim has since returned home.

WEST COVINA - Suspects donned in black hoodies, masks and gloves escaped with an undisclosed amount of jewelry from a store at Plaza West Covina June 14. 

A call initially came in of possible shots fired at Don Roberto Jewelers, 1556 Plaza Dr., around 5:03 p.m. A caller even reported seeing a weapon, but once officers arrived, they quickly learned a smash and grab robbery occurred, according to Sgt. Rick Hawkins of the West Covina Police Department.

Hammers were used to smash through up to  six display cases.

Initially, three suspects entered. Two more suspects followed suit. The five suspects fled into a black vehicle that was driven at high speed west on the I-10 freeway.

The type of vehicle used for escape was not immediately known.

No one was injured during the robbery.

LOS ANGELES - The Los Angeles County Department of Medical Examiner revealed the cause of death for a woman found inside a vehicle in a West Covina neighborhood May 7.

Vivian Ruiz Warner, 55, died a natural death from idiopathic dilated cardiomyopathy. She is listed as unhoused.

Contrary to bad information shared through the westcovina626sgv social pages, Warner was not decapitated.

First responders were called to the neighborhood near South Glendora Avenue and East Service Street around 4:31 p.m. May 7.

“Somebody called, reporting a female unresponsive in a vehicle. Officers attempted contact. There was no response,” according to Lt. Martinez of the West Covina Police Department. “They opened the door and they found that she was deceased.”

WEST COVINA - Investigators are determining how a woman died inside a vehicle.

First responders were called to the neighborhood near South Glendora Avenue and East Service Street around 4:31 p.m. May 7.

“Somebody called, reporting a female unresponsive in a vehicle. Officers attempted contact. There was no response,” according to Lt. Martinez of the West Covina Police Department. “They opened the door and they found that she was deceased.”

There does not appear to be any foul play, Martinez told SGV CityWatch.

The woman’s identity has not been publicly revealed. Due to staffing shortages, the Los Angeles County Department of Medical Examiner is unstaffed Friday.

WEST COVINA - A Covina man died after being rescued from an LA Fitness swimming pool Wednesday.

The cause of death for 63-year-old Te Lin has been deferred, pending additional investigation, according to the Los Angeles County Department of Medical Examiner.

First responders were called to LA Fitness, 3101 E. Garvey Ave. N., just after 9:30 a.m. April 22.

WEST COVINA - Police arrested two robbery suspects, recovered a weapon and stolen property Sunday after a victim was held at knifepoint.

A victim was robbed of a gold chain at Plaza West Covina, 112 Plaza Dr., April 19. Police were called to the scene around 1:38 p.m., according to Sgt. Benitez of the West Covina Police Department.

The suspects fled with the goods to the area of the West Covina Post Office, 396 S. California Ave., where responding officers located the suspects, Benitez told SGV CityWatch.

“Once officers made contact with them [the suspects], they were able to recover the stolen chain and return it back to the victim,” Benitez told SGV CityWatch.

The suspects’ names were not immediately available.

UPDATE, 11:25 a.m.: The 18-month-old child was found safe, according to an announcement shared by West Covina Police around 11 a.m. Suspect Amber Zarate remains at-large.

Isaiah was apparently found in Los Angeles’ Skid Row neighborhood.

WEST COVINA - A woman with a long rap sheet allegedly kidnapped her nephew from a West Covina residence Friday evening.

Isaiah Sunel Nava, 18 months, was allegedly taken by his estranged aunt, 26-year-old Amber Alexis Destiny Zarate, February 13. Police were notified around 5:50 p.m.

It is not publicly clear why Zarate took the child who was only clad in a diaper at the time of his kidnapping.

Zarate is on parole, a known drug user, has violent tendencies, and has outstanding warrants for her arrest. Zarate is homeless and frequents the Los Angeles area, according to the West Covina Police Department.

“Investigators obtained surveillance video showing Zarate in the area at the time of the abduction,” according to the West Covina Police Department in a written statement.

Zarate was last seen wearing a black top, white pants, and carrying a black backpack.
