The first officer on scene determined the man sitting in a vehicle was suffering an overdose, according to Lt. Travis Tibbetts of the West Covina Police Department. A second officer arrived and prepared a nasal dose of Nalaxone while a third officer pulled the man from the vehicle. Officers began administering CPR.
