Theodore Bancarz was the man who previously rented the U-Haul truck that the object was magnetically attached to. After being detained by Pasadena Police, Bancarz said the object was used to conceal drugs and paraphernalia outside the vehicle, according to the Pasadena Police Department. After responding to the U-Haul truck in the 500 block of South Raymond Avenue, officers located the object and summoned the Los Angeles County Sheriff’s Arson Explosives Detail. Arson/Explosives technicians rendered the plastic cylinder safe. It was later found to be empty, Pasadena Police said. The U-Haul truck had been returned to the facility it was rented from. After locating Bancarz at his Glendale residence, he was arrested on two misdemeanor drug warrants, Pasadena Police said. Bancarz was released and issued a citation to appear in Pasadena Superior Court January 29, 2019. The details of Bancarz’s arrest are not clear. Bancarz told Pasadena Police that the cylinder was used to carry drugs. Businesses within a 10-block radius were evacuated after the device was reported sometime around 6 p.m. Traffic on the 110 freeway at Fair Oaks Avenue and Gold Line service were interrupted during the investigation. A robot examined the device and eventually rendered it safe. The item was apparently benign. The object was described as a six to eight-inch cylinder fashioned with wires. It was found near a U-Haul truck according to Interim Pasadena Police Chief John Perez, who believes the object was made to look real. The U-Haul truck sat in a yard in the 500 block of South Raymond Avenue. A 10-block radius around the device, with area businesses and a homeless shelter being evacuated out of an abundance of caution, according to Pasadena Police. Assisting Pasadena Police were the Los Angeles County Sheriff’s Arson/Explosive, Detail and the Bureau of Alcohol, Tobacco and Firearms. It is not yet clear who planted the device. Francisco Javier Soto Cedillo, 24, was tracked down to his home in the 800 block of North Oakland Avenue. Cedillo and the vehicle he drove when he fatally struck a 27-year-old woman were both found at the residence, according to the Pasadena Police Department. Jessica Rivera Torres was struck as she crossed the 1100 block of North Fair Oaks Avenue Sunday, October 21, around 7:20 p.m. Torres was declared dead at the scene. Cedillo is being held in lieu of $85,000 bail and is additionally held on a DUI warrant, Pasadena Police said. County booking information for Cedillo was not yet available. The suspects were caught on a Ring door camera in the 100 block of Bush Garden Road around 5:30 p.m. A man approached the porch Thursday, October 4 and left with the package, Pasadena Police said. The suspect left with an accomplice. The suspect is a Hispanic man, 25 to 30 years old, stands 5 feet 7 inches tall, is thin, has short black hair, sports a thin mustache, wore a black t-shirt, light-colored pants, wore black and white athletic shoes and wore a black backpack with white lettering. The second suspect is either a Hispanic man or woman, in a black sweatshirt, black pants and was walking with a 10-speed bicycle. Witnesses saw the woman getting hit by a white vehicle in the area of Fair Oaks Avenue and Claremont Street around 7:20 p.m. The woman’s body was thrown underneath a parked vehicle, according to the Pasadena Police Department. The white vehicle reportedly fled northbound from the scene on Fair Oaks Avenue and should have major front end damage. The bulk of the fire was burning between the 210 and 710 freeways. The point of origin may have been inside a transient camp located between the mentioned freeways, according to Pasadena Fire Department radio traffic. Lane closures remain in effect. The westbound 210 freeway to the southbound 710 freeway, walnut on ramp and Fair Oaks on ramp to the westbound 210 remains closed, as well as the northbound 710 on ramp from California, according to officer Elizabeth Kravig of the California Highway Patrol. A Los Angeles County Fire Department helicopter was summoned for water drops, but the helicopter was no longer needed. The fire is burning near the eastbound 210 freeway east of the 710 freeway interchange, according to the Pasadena Fire Department. The fire was reported around 4:45 p.m. Firefighters have requested the California Highway Patrol transition lanes from the westbound 210 freeway to the southbound 710 freeway. The Walnut Street on ramp to the westbound 210 freeway will also be closed, both for one hour. Yoshimura Sakaye was last seen at 6 p.m. October 15 in the 700 block of South Raymond Avenue. Originally from Montrose, Sakaye was in Pasadena for a medical appointment, Pasadena Police said. Sakaye has grey hair, stands 5 feet 4 inches tall, wears prescription glasses and was last seen wearing an orange polo shirt and white pants.
